The difference is, Manchester United spend money they generate. it's a self sufficient club. The owners doesn't pump their own personal money into the club, they're are on the contrary very greedy and would want to take noney from the club for their own personal use. but others clubs on the other hand, once they had a rich owner, they started spending a lot of money which they dont generate. we all know the former owner of Chelsea and how he spends money. do you think Chelsea generates those kind of revenue every year? No. it's just the owner adding his own personal money to fund transfers. same with City. before the rich owner, city was an average club that doesn't generate a lot of money, when the rich owners came, they started spending a lot of money which they were not generating. those were above their revenue every year. 

Manchester United, Liverpool, Arsenal that spends year in year out but it was known that these are mega football clubs with huge fan bases enough to generate huge revenue to run itself due to on-field success in previous years.

so when people say oil money, oil money, oil money, they simply mean that without the rich owners, these clubs would competing on this level because there wouldn't enough money generated to fund itself as rich as they do now. they're only this successful because the owners pumped a lot of personal money to fund the club finances.

Other clubs have been spending money before Man city came along and for city to be in number 2 for short period of time compared to others shows city have spent so much and that does not change the fact they also have a good genius in Pep cos you can spend and not achieve much but he has over achieved at city already
