These are the positions Xavi wanted the club to strengthen last summer already. He reportedly asked the board to sign Juan Foyth, Bernardo Silva or Giovani Lo Celso and Martin Zubimendi, but Barca couldn't afford such players.
Things are unlikely to change this time. It could cost over €100m to sign all these players; even if Barca sell some big players first, it won't be enough to afford all the targets.
Moreover, don't forget the Catalans still plan to keep both Joao Cancelo and Joao Felix – this apparently goes against Xavi's transfer ideas.
