Chelsea do not have to sell Conor Gallagher and Trevor Chalobah to avoid sanctions from the Premier League over breaching PSR rules.
According to Ben Jacobs, Chelsea remains confident of avoiding any PSR breaches despite posting an operating loss of £249m.
The Blues have taken measures to lower their wage bill as almost every new signing agreed to take a wage cut if Champions League football is not achieved this season.
Furthermore, Chelsea have sold their hotel to BlueCo for £76m which would count in PSR calculations next year.
Thus, Chelsea doesn't necessarily need to sell homegrown players like Gallagher and Chalobah to avoid the PSR hammer.
However, the Blues cannot spend money in the summer on new signings without some departures. It's almost a guarantee as they would need to trim their squad to avoid having an over-bloated squad list as was the case in 2022/23.
