Andrey Santos has had his UK work permit rejected for the second time, according to Brazilian reporter Lucas Pedrosa.
Chelsea hoped to obtain a 'Special player' status for the player who shone for Brazil at the U20 South American Championship, scoring six goals and winning the Player of the Tournament award.
However, Santos fell one point short of the Premier League requirements for the work permit.
To get that point, Chelsea had to prove that Santos was an indispensable player this season already. However, as they have signed Enzo Fernandez and Denis Zakaria over the past six months, this was blatantly not the case.
Now, the 18-year-old is set for a loan back in Brazil, with Palmeiras leading the race thanks to their involvement in Copa Libertadores.
